I don't know of any comics that only cost 10 cents in 1993... And I don't see a date on it. How do you know?
This mistake is acknowledged in the credits of the film.
Archie Comics are thanked in the credits for providing the comic, and the copyright is 1993.
Funny, because issue #9 of Archie's Pal Jughead would have been published in 1949 (or early 1950). When the title was resurrected in 1993 (as "Archie's Pal Jughead vol.2"), they began with issue #46.

I asked because I'm pretty sure I have that issue at my cabin from my dad's comic collection. He had a LOT of Archie comics.
It's possible that the comic itself is from 1950, but the copyright on the title was only renewed in 1993 when they decided to resurrect the title.
